video3x (read as "video tricks") is a video filtering framework.

The 0.2 version contains next cartoon-oriented filters:

• edgeclean: edge denoise filter (see filtering example);
• tooncine: inverse telecine (convert a frame rate from 30 to 24 fps);
• toonclean: denoise (see filtering example);
• toonframe: deinterlace (see filtering example).

additional filters:

• chromalock: temporal chroma stabilizer (see filtering example);
• reil: change the chroma planes upsampling method;
• setcolor: fill color planes with given color values (see filtering example);
• timecode: embed current frame number into the frame.

The program contains only video filtering functions, but no video compressors or decompressors. So, it must be used in conjunction with some other video processing application, like ffmpeg.
